American Recovery and Reinvestment Act (ARRA)

The American Recovery and Reinvestment Act (ARRA) of 2009 was signed by President Obama on February 17, 2009. The Grand Rapids Stimulus Tracker is provided as a public service so Grand Rapids citizens can track the federal ARRA dollars coming to our community and how these funds are being utilized to benefit the city and its residents.

Mayor George Heartwell, the City Commission, City Manager Greg Sundstrom and City employees are committed to ensuring transparency and accountability and to making sure that every dollar received by the City is spent on strategic projects that will enhance the quality of life in the City. To this end, a Stimulus Funding Steering Committee has been established to coordinate, track, and report on this work. The Steering Committee has divided the many opportunities available under ARRA into eight categories:

  • Community and Economic Development
  • Housing
  • Infrastructure and Streets
  • Environmental Protection
  • Public Safety
  • Renewable Energy and Energy Efficiency
  • Wireless and Broadband
  • Labor

Additional information on the Steering Committee and how to contact them may be found under "ARRA Resources" below. Detailed information on the ARRA funding that has been applied for and/or received by the City may be found under "Application and Project Detail" below.

It is the City's intent to to maximize the application for, receipt, and use of any stimulus funding for significant and long lasting investment in our community and to ensure that the City's use of fany unding received under the ARRA is open and transparent to taxpayers.

October 1, 2009 -Stimulus Recipients Begin Sending Spending Data to OMB -

Grant, loan and contract recipients of the federal government's $787 billion American Recovery and Reinvestment Act began sending their spending data to the Office of Management and Budget (OMB) on Thursday, Oct. 1, and the reporting will continue for 10 days. Read more . . .

September 28, 2009 - Request for Proposals (RFP) available for Energy Efficiency and Conservation Strategy as part of the Energy Efficiency and Conservation Block Grant Program.  Responses are due by October 9 at 4:00 p.m.  Access the RFP and related information here.

Interurban Transit Partnership (ITP) - $10,600,000 has been allocated from the Transit Capital Assistance Program

MDOT - I-196 Work -MDOT's work here will be funded by Stimulus Funding. The City will not have to pay the normal percentage of the project costs, saving approximately $1,000,000 that can be put to work on other local projects.

Kent County Road Commission - $440,326 Enhancement Grant funding allocated for the Kent Trail Reconstruction Project.

Grand Rapids Public Schools - IDEA (federal Special Education program) funds: $7.2 million

Arts Council of Greater Grand Rapids, Community Circle Theatre, North American Choral Company, Saugatuck Center for the Arts, and VSA Arts of Michigan, together will receive $51,250 that will help preserve jobs at each institution.  See related article.
