| Lieutenant Keelean serves as the Administrative Lieutenant. Lieutenant Keelean joined the Grand Rapids Police Department in 1994. During his tenure, Lieutenant Keelean has served on Patrol, the Neighborhood Patrol Unit, the Detective Unit, Community Affairs, and is currently a member of the Special Response Team. He was promoted to the rank of Sergeant in 1999 and is the recipient of numerous letters of commendation, one Team Performance Medal, two Commendation Medals, and six Meritorious Unit Citations. Lieutenant Keelean is an instructor of Firearms, Tactical Weapons and Munitions, and Ethics. He also is the coordinator of the Sniper Team. Lieutenant Keelean holds a Bachelor of Science degree in Criminal Justice from Grand Valley State University and is near completion of his Master of Science degree in Public Administration and Criminal Justice from Ferris State University. From 1985 to 1991, Lieutenant Keelean was active in the United States Marine Corps and is currently commissioned as a First Lieutenant in the United States Army National Guard. |
