EASTSIDE SEWER SEPARATION PROGRAM - CONTRACT #19
INCLUDES WORK IN BAXTER, BEMIS, DOLBEE, DIAMOND, LOGAN AND NELAND
CONSTRUCTION UPDATE- AUGUST 30, 2010
This $1,637,840 project was awarded to Georgetown Construction Company. Construction began on March 15, 2010, and will be completed in early October 2010 (see update for completion under "Construction Progress").
CONSTRUCTION PROGRESS
DIAMOND (Bemis to Logan): All underground work is completed and the intersection of Diamond and Logan has been graded and graveled. Curb and gutter work is completed, and the contractor anticipates finishing sidewalk in this section of Diamond and on Logan by the end of this week. Paving of the three courses of asphalt and raising of manhole castings is planned to begin after Labor Day, and restoration of the parkway will follow asphalt work. Weather permitting and with the exception of tree planting, the contractor anticipates completing this phase prior to the end of September.
ALL OTHER STREETS IN PROJECT LIMITS: Paving has been completed and topsoil and hydro-seed has been applied in parkways and disturbed areas along these streets.
OVERALL PROJECT COMPLETION: Final tree planting and remaining project clean-up will take place in October 2010.

PROJECT LIMITS
SCOPE OF WORK
• Water main – 6” to 8” and services to homes
- o Typically, there will be two water shut downs - once when the new main is placed in service [4-8 hours] and again to connect individual water services for each property to the new main [2-4 hours]. The contractor will provide advance notice as well as coordinate shut downs with businesses. Occasionally, a water main may be accidentally hit during construction. If this should happen, you will not receive notification, but repairs are made quickly and water service should be restored.
- o Following a water shut-down, calcified deposits on water lines may be dislodged by water pressure once the system is turned back on. You may wish to run outside faucets or the faucets in all sinks to clear lines. If some faucets are running slowly, it may be necessary to check the screens and clean off any debris that may be slowing water flow.
• Storm sewers ranging from 12” to 48”
• Sanitary sewer 8” to 54”
• Drive approaches will be removed and replaced
- o Replacement cost will be part of the project
- o Access during replacement of drive approach will be restricted to allow for forming and pouring/curing of concrete. During this time, vehicles may be parked on the street outside of work hours or it may be necessary to find on street parking outside project limits.
• Most of the sidewalk in the project area will be replaced and new ADA ramps will be installed (only sections of sidewalk on Dolbee will be replaced as project work requires)
• Planting of 92 street trees varieties including maples, flowering pear, locust, elm, and others, all 2 ½” to 3” diameter.
• Restoration of all disturbed areas
• Underground storm water treatment system in Joe Taylor Park (remainder of park improvements to be completed as part of a separate project and contract later in 2010)
SCHEDULE
- Start: March 15, 2010 (tree removal started in advance of construction start)
- Open to traffic: late September 2010
- Final clean-up: early October 2010
PROJECT PHASING
Phase I: approximate dates March 15 – July 2
- Dolbee, Baxter (east to Neland), Diamond, Bemis, and the Joe Taylor Park area
Phase II: Includes: July 5 – September 24
- Baxter (Neland east to Fuller) and Neland (south to Sherman)
ACCESS/DETOUR
• Access to driveways along streets under construction will be maintained to the extent possible. The contractor will notify property owners/residents when work is to begin in front of a driveway so that vehicles may be removed. When work is directly in front of a drive, access will be restricted for a number of hours.
• Baxter and Bemis will be temporarily signed for two way traffic when it is necessary to close them at certain locations
• Baxter/Dolbee intersection will be closed for 10 days
• Pedestrian traffic will be maintained on one side of each street during construction
• No traffic restrictions on Sherman between Dolbee and Neland
• Detour for closure of Logan at Diamond
- o Eastbound Logan: Eastern/Franklin/Fuller
- o Westbound Logan: Fuller/Wealthy/Eastern
Logan is considered to be a major street and requires a detour when access is restricted. When other intersections within project limits are closed, detours will not be placed.
OTHER NOTES:
• The city contractor will begin work in Dolbee near Sherman and then work north and east.
• DTE is updating their facilities and will be working concurrently with the City’s contractor
• No disruption to the sanitary sewer system is anticipated
• Typical construction hours begin at 7 a.m. and may extend into early evening and work may be done on Saturdays
• Mail and other deliveries will continue
• Refuse pick-up will continue. Please notify project staff if this is missed at your property and the contractor will coordinate access/pick up.
