Wireless Broadband Request For Proposals (RFP) Summary
- The City is seeking the most qualified firm to build, own, operate and maintain their own wireless broadband network.
- The outdoor network will cover all 45 square miles of the city limits.
- The City is hopeful that the selected vendor will be able to offer a low-cost solution providing service within nearly every building as well.
- Portable, mobile, nomadic data service of at least 1 Mbps symmetrical data transmission.
- The City requires that the network is open access, with the successful proposer providing wholesale Internet access to other service providers as well as retail access to the end user.
- While not part of this RFP, it is anticipated that the network will eventually be expanded to include our surrounding cities.
- The City will provide access to City buildings, water tanks and cellular towers, parking ramps, street and traffic lights as well as other city-owned facilities including dark fiber and underground conduit.
- The City is also working with Consumer's Energy, which owns several thousand utility poles in the area that the network will encompass.
- The City expects to acquire service for mobile employees that will use the network.
- The City expects that the successful proposer will compensate the City with a consent fee, which shall reflect a percentage of gross revenue that the winning bidder receives from municipal, residential, commercial, and other customer segments.
- The City reserved the right to consider alternative solutions and counter proposals .
