Trash Reduction Program
The Trash Reduction Program is the proactive approach of our Nuisance Code enforcement. It is proactive because unlike the regular Nuisance Code enforcement, these cases are initiated by Inspectors who actually canvas designated areas and look for nuisance violations rather than waiting for someone to call in a complaint. The program is proactive because the City is taking action before the problem has enough momentum to become an epidemic. The program enforces all aspects of the Nuisance Code except the provisions concerning abandoned cars on private property and securing of vacant buildings. The program does not enforce these provisions because of the length of the process and the source of the funding. Under the Trash Reduction Program, the owner or responsible person does not receive a Notice of Complaint. The first notice they receive is the Notice to Abate.
The Trash Reduction Program started approximately 15 years ago, precipitated by an outbreak of a severe rodent problem within the City, which was attributed to improper disposal of trash and garbage. The program runs annually from April through November. Each area is canvassed at least twice within the given time frame.
In addition to the Property Inspectors that initiate complaints in the Trash Reduction Program, there are other Inspectors that respond to complaints called in by citizens, agencies or any other entity. Under complaint-driven enforcement, the property owner or responsible person receives a Notice of Complaint prior to the initial inspection, which allows them time to correct the alleged violation.
